Bush gives Bolton Recess Appointment
Ignoring calls that a recess appointment would send a mixed signal to the international community, President Bush gave John Bolton a recess appointment to be the U.S. Ambassador to the United Nations.

Voinovich also expressed disappointment, the AP reported. “I am truly concerned that a recess appointment will only add to John Bolton’s baggage and his lack of credibility with the United Nations,” Voinovich told the AP.
